Problematics

The characteristic reasons of scale burning of APG in Russia are:

• Absence on many deposits of the necessary industrial and technological infrastructure;
• Imperfection of a technique and technics of measurement, the account and an estimation of APG resources;
• Absence of the technologies, allowing to utilise of APG of 3 and 4 stages.
• Orientation of the developed systems of gathering and recycling of APG to the centralised schemes of delivery
• Remoteness of the potential markets from oil extracting places.

• Prices regulated by the State for natural gas and prolonged process of liberalisation of the gas market;
• Low prices on APG;
• Raised capital intensity of processes of gathering and a direction on recycling APG (in comparison with natural gas);
• Insignificant penal sanctions for emissions of products of burning of APG.

• Absence of economic interest of some the oil companies in the business connected with gathering, recycling and use of APG;
• Imperfection of legislatively- regulatory syste.
